Work Base: Paoua (North West CAR) – with responsibility for operations in Paoua, Markounda, Nangha Boguila and Nana Bakassa sub prefectures

Duration: 12 months

Start date: Second half of January 2016

Fee: USD3500-3800 per month pending experience

The Project Coordinator is overseeing programme implementation (community based health care) in four sub prefectures (Paoua, Markounda, Nangha Boguila and Nana Bakassa) as well as directly responsible for the management of the field base (located in Paoua) for all above mentioned MENTOR operations in North Western CAR. The Project Coordinator reports to the Country Director and works in close collaboration with the field medical coordinators. He/she is the direct line manager for 25 local   staff members (of which some respond functionally to relevant technical coordinators).

 

The main responsibilities of this post are as follows:

 

1.   Security Management

In close collaboration with the CD and the logistics coordinator, the Project Coordinator is responsible for overall security management in a highly unstable area:

–          Ensure solid networking and in-depth and regular information collection on the situation in the four sub prefectures under his/her responsibility: Paoua, Markounda, Nangha Boguila and Nana Bakassa.

–          Oversee that security related logistical support for the operations is functional. All deficiencies must be reported immediately by the Project Coordinator to the Logistics Coordinator and the CD.

–          Brief the CD regularly on the security situation in the area of responsibility and provide input to the MENTOR Initiative security guidelines for CAR as requested by the CD or the Logistics Coordinator.

–          As per instructions from the CD, oversee and manage any security incidents in the four sub prefectures under his/her responsibility – including evacuation or hibernation of staff at the Paoua base.

–          Ensure the strict respect of general security rules (vehicle usage, curfew, appropriate behaviour etc) by all MENTOR team members working from the Paoua base. Any lack of respect of these rules must be reported immediately by the Project Coordinator to the CD.

 

2.   Programme support:

With technical support from the Medical Coordination team, the Project Coordinator in Paoua is responsible for overseeing the successful implementation of primary health care activities (community based and at health facility level) as well as malaria control in the four sub prefectures under his/her responsibility. This includes:

–          Oversee the correct management of the central pharmacy in Paoua including respect of procedures for pharmaceutical stocks going in and out.

–          Supervise that data management is carried out as per instructions from the medical coordination team.

–          Organise for the medical supervisors (national employees) to efficiently supervise a network of 120 Community Health Workers (CHWs). This includes a well-organised supply chain of commodities for the CHWs.

–          Oversee that support, as per instructions from the Medical Coordination team, is provided efficiently to ten health posts

–          Direct line manager of MENTOR employed national medical supervisors, data base operators and pharmacist(s) operating from the Paoua base and ensures that work schedules and action plans are developed and adhered to.

–          Active participation in individual and supervisory sessions

–          Close collaboration with other health stakeholders in the areas under her/his responsibility.

 

3.   Operational support:

With support from the Logistics Coordinator, the Finance Coordinator and the CD, the Project Coordinator ensures that the MENTOR base in Paoua operates on the basis of MENTOR’s existing standardised systems and procedures within all aspects of operational support:

–          Assist the Finance Coordinator and the CD with the proper implementation of MENTOR finance field systems to ensure that timely and accurate financial reporting is sent to the team in Bangui as required as well as oversee adequate cash flow and regular follow up on budget expenditure and planning.

–          Oversee that standard MENTOR administrative procedures and forms are adhered to and used for regular administrative matters. This includes, as per requirements, the setup of MoUs (approved and signed by the CD) with relevant local authorities as well as with partner organisations.

–          In close collaboration with the Logistics Coordinator and the CD, ensure proper implementation of logistics procedures for warehousing and asset management, fleet and fuel management, communications systems and maintenance, local procurement and overall programme logistics support for programme activities.

–          With the assistance from the Finance Coordinator and the CD, ensure that HR management systems for the MENTOR mission in Central African Republic are adhered to through transparent recruitment procedures, respect of internal rules and regulations, performance reviews, complaints systems, salary scale, local payroll etc.

–          With support from the CD, overall responsible for the respect and adherence by expat and local team members present in the Paoua base to the MENTOR code of conduct including policies in regards to sexual harassment.

–          Direct line manager of MENTOR employed national operational support staff based in Paoua base and ensures that work schedules and action plans are developed and adhered to.

 

4.   Communication

–          Internal:

o   Organise regular general team meetings, technical meetings as well as operational support meetings

o   Provide input to MENTOR internal situation reports

o   Provide regular written updates on the security situation in the four sub prefectures of Paoua, Markounda, Nangha Boguila and Nana Bakassa to the CdM and Logistics Coordinator.

o   Participate actively in regular management team meetings in the capital (every 6 weeks)

–          External:

o   Assist the CD with field related information for external reports and/or donor proposals.

o   Participate in external meetings related to general or security context in the in the four sub prefectures of Paoua, Markounda, Nangha Boguila and Nana Bakassa.

o   Organise and participate in technical meetings with health stakeholders in the target area.

o   Ensure a transparent and efficient exchange of data, context reports etc with relevant stakeholders.

o   Provide support during agreed media and/or donor related field visits as required by the CD

 

5. Other

–          With support from the CD, the Finance Coordinator and the Logistics Coordinator, oversees the implementation and respect of all administrative, logistical and security aspects linked to a direct collaboration with partner organisations that may co-habit for a certain period of time at the MENTOR base in Paoua

–          Includes the possibility of transfer to another similar post in another MENTOR Initiative country programme within the period of this contract agreement.

–          Any other duties as may be assigned by the CD and agreed with the HQ Programme Manager.

 

Job Requirements:

Relevant tertiary level degree or significant relevant experience in coordination of humanitarian programmes within health and/or community based interventions.

At least three years of experience in a similar position in humanitarian emergency missions

Proven experience in managing teams in the field in insecure environments

Experience in overseeing and managing budgets and administration systems

 

Fluent French required (written and oral)

Good English required (written and oral)
